Ability to maintain projects outside configuration

Projects can now be maintained outside the Transport Express configuration to allow users who don’t have configuration access to still manage them:

In addition, it is possible to assign authorisation groups to the projects in the Transport Express GUI to avoid having to maintain these in the Domain Controller SAP system.
