Utility for en-masse approval addition / deletion / copy

A new utility has been added to make it easier to:

1. view existing approvers
2. add / delete approvers to control points en-masse,
3. copy the approvals of an existing TE user.

This utility can be run via transaction /n/BTI/TE_RUADD_APPR in the Domain Controller.
