Disable the automatic toolchain registration feature when starting the CT

Due to issues related to the installation environment, the toolchain may not be automatically added. In this case, the same error will repeatedly appear each time the product is started, so it is necessary to disable this feature.

There are two methods to disable the automatic toolchain registration feature as follows.

1. Add the --disableAutoToolchain option to the product executable shortcut.
2. Add the --disableAutoToolchain option to the {Product Installation Path}\CodeScroll.ini file (requires administrator privileges to modify).
   1. Add this option under the -g option.
