Add supportable toolchains - Release Note

GCC 8.x and Visual Studio 2019 toolchains have been added to the list of supported toolchains.
GCC 8.x, Visual Studio 2019 toolchain can be added using the [Add Toolchain] function on the toolchain configuration page.
