What affects the sequence of building a route

Route building is influenced by the coordinates of the delivery location, its settings (time windows), cartography and the speed factor of travel.
Orders (its weight characteristics) don`t affect the routes building in any way.
The main thing for the system is to make a route from point to point in such a way as to comply with all restrictions, be in time within the time window and make it the most optimal option (less costly in terms of money and shorter in km).
