Unless a recommendation is made to select a roster candidate without submitting the job opening to the central review bodies, as detailed in Chapter 5, the preliminary evaluation and assessment results should be properly documented for the compliance review of the job opening by the review bodies established under Staff rule 4.15, and for selection consideration. Submissions to the Senior Review Group for job openings at the D-2 level should be prepared according to the instructions provided by Secretariat of the Senior Review Group.
