Ability to Assign IR Implementers (Editors) from the Edit Drop-Down

Users can assign Improvement Request (IR) implementers directly from the edit drop-down menu, in the details page, if they have write or delete permission on the object in question. From there, the option is more visible to users and requires fewer clicks to assign the implementer.
